I am looking for a user article system.

I am looking for something where my organization members can log in and post an article for review, and then have it approved by an admin to be published. Is this possible at all, because that single feature would basically ensure that I recommend this to everyone I know. I know there is a user role system being worked on, how long in the future is that going to be?
